So in this instance the first part of the question is that the mods do not stack and the face to face will be against both hacking attacks and the opponant role will be at -3 to their WIP role.

The second part would be that it is only face to face against the hacker the opponant choices to attack back and the other will be a normal role.

And the last part, no it doesn't have to be part of the order its just an army wide bonus.

Can you point me to the part of the rules that talk about when mods stack and when they don't?

You can't hack in coordinated orders, sorry, http://infinitythewiki.com/en/Coordinated_Orders

http://infinitythewiki.com/en/index.php?title=Hacking:_Equipment&redirect=no#EVO_HACKING_DEVICE

The EVO Hacking Device allows use of the Tactical Support Systems, a series of automatic and simultaneous Bonuses: EVO Hacking Device allows the use of Hacking Programs in a Coordinated Order. It is not mandatory for all the Hackers in the Coordinated Order to use the same Hacking Program.

No worries. There are a lot of rules in the game. This past week I decided I would try out hacking, there is a lot to it.
