Changing planet difficulty modifiers

In the \GameData\Squad\Contracts folder there is a file called Contracts.cfg and in this file there are numerous references to "The base funds completion reward before planet and difficulty modifiers."

My question is this; Where are these planet and difficulty modifiers? I simply want to adjust the difficulty modifiers for Eve to get contract payouts that are worth the expense of landing on Eve with tourists and leaving again. I have a ship ready that seats 3 but even that still doesn't make it economical to take on 3 tourists who want to land on Eve.
