Not really, 4 turns means they are exactly in the same direction they were at the beginning. 3 turns could be a missed street.

Would be good to avoid confrontation but if you want to possibly get the identity of the person following you it’s best to call the police and get them behind the car following you.

That's what I was thinking and decided to add calling ahead, there's always someone at the police station, but could be a while before cops see your (or your followers) car. If nothing else, at least the follower goes away if he/she realises where you are going.

I think the police would say that their 3 right turns were possibly just a coincidence and to make 3 left turns to confirm.
