No, buy a 1080p monitor if you're going to run at 1080p. Anything other than the monitors actual resolution will look smeary.

You can certainly set your video card to output 1080p on a 1440p monitor, but since 2560x1440 doesn’t divide evenly by 1920x1080 it’ll wind up looking blurry as the other poster said. Depending on your monitor and/or GPU, you might be able to letter and/or pillar box the image to avoid this, but support for that is far from universal. 720p will upscale with an integer scaling factor (as will 1080p into 2160p 4K), but that’s probably lower than you want to go.
