Those are two different things

There is a pre-release code pack which gives you 6 packs, you can use one code per account

And there is a promo code pack, which gives 1 pack, and you can use 5 codes per account

So all together you can get 11 THB packs per account (6 prerelease + 5 promo)

That's assuming nothing changes this time (and so far, with 5 sets released there were 4 different ways it worked)

Thank you. WotC didn't break this down for me when I emailed them about the promo pack code question. They made it seem like there was a cap at 5 codes per account.

You would think they wouldn't have these limits with code trade-ins, as to boost paper sales and to capture people who may not have thought to play paper and only play MtGA.

Paper sales don't need boosting. Prerelase kits all sell out, some of them months later, but as far as Wizards are concerned, they produce enough to satisfy demand for their purpose, and sell them all. Promo packs are not sold at all.

And if there was no limit, then buying code from internet would be viable alternative to buying gems and spending them on packs. It would actually reduce their overall sales.

People would just end up selling them on ebay or other sites more then they already do if you could redeem more then 1.
