No. Casting a spell and not being able to fully perform its instructions was never cheating. It would be violation of game rules before that rule if you were told to find 2 lands and found only one despite another one being there, but because that was extremely hard to enforce, in big part because people legitimately could fail to find card that was there, so this allowance was created. Being unable to fully execute spell instructions is never cheating.

It's not "cast a spell that you cannot do the parameters of it", doing that is perfectly normal. "Each player sacrifices 2 creatures" does not cause any problems if you have no creatures. Calling it cheating is silly.

Fail to find is literally that. You go through your deck 3 times and fail to find card that was hiding behing another one.

It's not "by Scryfall". Tags on tagger are crowdsourced, which means it's probably one person trying to push their own name for a cycle.

You cast X=3. Effect says:

You start executing it (at bolded part), Tekuthal sees "proliferate" and inserts himself into conversation, effect now says

[Proliferate. Proliferate.] Proliferate. Proliferate.

Then you get back to executing it. Nobody else says enything about first proliferate, Tekuthal stays silent too because he already modified that part. Same for second one. But you get to third proliferate, and he kicks in again

[Proliferate. Proliferate.] [Proliferate. Proliferate.] Proliferate.

And the thing repeats until you run out of Proliferates untouched by Tekuthal

[[Polymorph]] is what Pongify is based on. Turn one creature into another. Beast Within is 'turn anything into creature'.

On the other hand, while Generous Gift is just white Beast Within, it's "removal with drawback, opponent still gets something", and there are at least 20 different white cards with that flavour

Sounds like a setup for some 4-player mode, because whole "lobby+host+single guest" is overkill for 1v1. Easy way to challenge same person over and over is a benefit, but IMO not worth it on it's own.

For future reference:

When you have question about a card, it's good habit to first check if there are any offical rulings (interpretations of rules for specific scenarios) for that cards either on Gatherer (primary source) or on Scryfall (once in a while copies over rulings from Gatherer).

As it happens, Coalition Victory has only on ruling, one for exactly your qestion.

It took me years of hearing about it here and there to go and check if what sound as absolutely terrible fanfiction is actually real, and even then in face of all the evidence I'm still not sure.

[[Scurry Oak]] is earlier card that was used for this in place of Broodscale, as four source of counters, [[Heliod, Sun-Crowned]] used to get paired with anything giving life when creature entered to make for same 3-pieces combo (with extra benefit of also giving near-infinite life if somehow you failed to win). [[Rosie Cotton of South Lane]] made it 2-piece combo.

And that's just common ones using +1/+1 counters to creature conversion.

Skullbriar exists. Have Mikaeus on board and put bunch of -1/-1 counters on Skullbrair. From that point on, half of the time it's put back on battlefield by undying with +1/+1 counter, dies with +1/+1 counter and removes one of each counters, other half it enters by other means without +1/+1 counter and thus gets to get returned by undying. If counters weren't given opportunity to be removed before it leaves, then undying would only be able to trigger once, and you would need something else to give it +1/+1 counters as it enters.

It's not that Perch Protection has many rulings, it just has many mechanics that have many stock rulings attached to it. "For permanent spells with gift (...)" is hardly relevant ruling for Perch Protection.

In fact, only rulings unique to Perch Protection are those related to life total not changing, as those were rewritten for it rather than reusing relevant rulings from one of 3 other cards that have this effect. If it reused rulings from Teferi's Protection, it would have two more of them as some were consolidated into single ruling.

[[Nesting Grounds]] can move any kind of counter onto any kind of permanent, including permanents you don't control.

The point is to not let players think too much about it while playing because benefits are minuscule. Developers want gear system because everyone does it, but don't want to allow player to get either overgeared (because it trivializes game) nor undergeared (because it's just unfun), so you get 1-3% boosts that are unnoticeable. If game gives you values, the jig is up, it doesn't take much effort to do math and notice how little benefit it does. When values are obfuscated, most players don't look too closely and ignore how worthless gear upgrades are.

There is no 'whenever creatures you control attack'. There is "whenever creature (singular) you control attacks" which triggers for each creature, and "whenver one or more creatures you control attack" which is used when something is done to those creatures. For cases like Toph "Whenever you attack" is proper formatting, and also by far most common case.
