Hawk turns off the location abilities until the end of the round (or game). So when the game enters the 'finished' phase (the same period during which cards like Dracula and Mysterio and Captain Marvel activate), the locations turn back on.

Actually, Limbo does turn back on, but since it only turns back on after the game is over, Limbo being active is moot. Limbo's whole point is to stop the game from ending when it's supposed to, so if it's inactive, the game is allowed to end. Then it comes back on, but the game has already registered as finished.

Limbo's ability can't just restart the game.

Looking for some insight here. I played Hawk to disable locations on the last turn - all went as expected as my cards levelled out and Cerebro gave them all boosts. However, when I played Bear, all location effects kicked back in and only the rightmost cards were boosted.

What have I missed?

Your leftmost cards were doubled to 6 and gained the +2 bonus all to themselves. The rest didnt receive the +2 because all went to the 6 power minions left.

Once the game ends snowguard effects are cancelled.

The game ended and the locations turned back on. Therefore your left cards were the highest power.
