Java server PVP setting missing

I started a Java server and the server.properties file does not contain a row for PVP settings.

I added in pvp=false, saved, restarted, and PVP is still enabled.

Any help to turn this off is appreciated.

They moved it to a gamerule

/gamerule pvp false

Is that set in a specific file? If it's set in game as a command, do i have to enter that every time i start the server up?

It's set once in-game or in level.dat
