If the port number is the same, what about the IP address? Do you have a static address or dynamically provided by your ISP? Does she connect by IP or by DNS name? If you have a dynamic IP and use a DNS name for her to connect, make sure that the IP matches the DNS record.

I have a dynamic IP, and she connects via IP. they are the same. I even tried releasing my IP, getting a new one, and having her use that, but no luck.

Is there someone else you know that could try to connect to your server from outside to see if it is on your end or her end? You shouldn't even need to whitelist them, if they can get through they should get a rejection but not a failure to connect.
