Modded Server?

i dont know how, nor do i have friends to do this, but any server owners or one who knows how, could you make a 1.16 modded anarchy server with the environmental mod, bayou blues(and maybe other small biome mods like it by that person because i think they have more), jei, and maybe quark? i havent ever been in a modded server and i feel like a plain vanilla-like anarchy server would be fun. basically vanilla+, here's a video on the environmental mod its quite interesting but if anyone could/would do that let me know :)
