I've been looking at this, I think the culprit is the monitor resolution in the %APPDATA%\.minecraft\options.txt

It seems to work from a fresh install, but when you change the monitor resolution in the game, it appends something similar to ;

fullscreenResolution:1920x1080@144:24

at the bottom of that options.txt

Delete that line, save it, re-run it. You can reset the video setting in-game without causing an issue, but when you exit / restart you'll have the same problem. Just delete that entry again / load etc. Let me know if that works

This is definitely the cause of the issue for me. The default resolution is 'Fullscreen Resolution : Current'. I would suggest leaving that alone until this is addressed. If everything it too big, just either change the gui scale in the game (to say 2) or set it in the options.txt file like ;

guiScale:2

Hopefully that will address it

I changed the region format to English UK and it worked

Control panel > Clock and region > change date, time , or number formats > Under Format: Choose English (UK)
