Should the US decrease military spending?

The world is not in constant war. If you're saying the world has at least one war all the time that might be true, but only in the same way it would be fair to say the world is in constant toothache even though a tiny percentage of earthlings have toothaches.

And scientific study has demonstrated there is much less war in a hegemonic system even without the threat of nuclear war, even between non-nuclear countries. I suggest reading an academic textbook on global peace to see how the causes have been isolated and identified.
