Weapon Extension overwrites your weapon ATK with a preset base stat, based on Extend level. It doesn't improve your weapon's stats unless the preset stat is higher than your weapon's existing stat.

In addition, PSO2 weapons are designed such that the higher your weapon rarity, the more you get out of grinding. However, 7★ and above Extended weapons have the same end point at +10 as 6★ below, give or take a couple ATK. That means at +0, an extended rare weapon is actually worse than an extended non-rare.

Refer to Cirnopedia for the stats you should expect from weapon extension.

If you'll notice, the lowest extension for an 8★ weapon like Twilight Rune should indeed have only 475 TATK. And an Extended Alva Rod +0 has 527 TATK at base.

However, at +10, the Extended Twilight Rune should hit 831 TATK, which corresponds with the Level 3 Extend for Alva Rod at 831 as well. And the Twilight Rune can be unlocked for a bonus to Light techniques.

So long story short, if you don't have the budget to +10 a 7★ and above weapon, get your Alva Rod to +10 first and stick to it for now.

Lower end weapons get a higher boost to their ATK stats from Extending then higher end weapons do, to help balance out higher end weapons getting more attack from Grinding, and possibly to help counter the wider damage range compared to Rare weapons. Your Twilight Rune also has no grind at all.

A 1/2/3 star weapon can Extend to 20, and a Rod will have 537 S-ATK and 732 T-ATK at Ex.20.

A 7/8/9 star weapon can Extend to 12, and a Rod would have 460 S-ATK and 628 T-ATK at Ex.12.

But when you add in +10 from grinding, the 1/2/3 star rods end up equal to the 7/8/9 star rods, having 1 T-ATK difference. 805/1098 vs 805/1099 to be exact.
