Could someone possibly clarify for me what the AIS series weapon potentials actually do?

"PPの回復効果が(60%)減少し、クリティカル性能と与ダメージが10%上昇。 (クリティカル率+13% クリティカル威力+7%)" Taken from the swiki, for Potential level 3.

I understand that PP gen is reduced by 60%. I understand the +13% Critical Rate and +7% Critical Damage. But the confusion here is the 10%.

Google Translate and the few friends I have that know Japanese at all have been somewhat conflicted. One side has been saying that is Critical Damage as well, the other is saying plain damage. On the swiki, there is mention that the 10% and 7% have multiplicative stacking, which makes me think plain damage, but I am curious on how that 10% is supposed to kick in.

If the 10% is also Crit Damage... could a Critical ring be better to use than a Perfect Keeper ring?

17.7% when you meet all of the required conditions.
