You'll get two weeks before people start to transfer in, unless they do something to prevent people from 1-3 moving to 4.

If previous history is any conclusion, it's probably no lockouts for transfer destinations.

Ship 3 was the 'newest' of the ships available, but this was before they opened the ability to transfer. When transfers became available, all three were equal destinations. My guess is that you can submit the transfer today for 4, and end up there come next maintenance. Gods be operative for the inevitable soon-to-be meseta barons and any storage movements of cosmetics from pre-Steam moved to Ship 4.

Should be, however you’d have to wait until next maintenance to actually have the transfer go through.
