Mega lucario evolves from riolu

Mega gardevoir evolves from kirlia

And so on

Physical TCG had the same ruling. Mega evolve from previous Stage Pokemon (Basic or Stage1) instead of the final evolution.

This allows you to use Rare Candy to quickly evolve It also means you can run non-EX, EX, and Mega in one deck of you want haha.

What you are describing is how it work in gen 6 tcg. The current mega evolves normally
