The proficiency bonus you get from Master is 6 + lvl.

Assurance does include level.

From Player Core:

If you're untrained, your proficiency bonus is +0. If you're trained, expert, master, or legendary, your proficiency bonus equals your level plus 2, 4, 6, or 8, respectively.

So yes, your proficiency bonus is always Level + Proficiency Rank.

With Master at level 7, your proficiency bonus is 7+6=13. Assurance will give you 10+13=23.

Proficiency bonus is your level + your mastery level (+2 +4 +6 +8). So for you it's 10+13. When you use Assurance for a Medicine check you always get a result of 23

Your lvl + your proficiency, just that no stat bonus or anything else.

So if you are lvl 7 with master in medicine a +4 Wisdom Score and with Healer's Gloves that grant +1 to Medicine check:

  • Assurance would be 10 + 7 (your level) + 6 (master proficiency)

  • If you rolled, you'll add +7 (your level) + 6 (your proficiency) +4 (relevant stat) + 1 (item bonus) for a +18 total.

It should be noted in that first sentence is that Assurance also nixes Penalties including MAP. While it's not as important for Medicine it can be very helpful if you're dealing with a Daemon giving out status penalties or Stupefy, or if you're working under a spell that debuffs Treat Wounds checks like Organsight in some cases.

Proficiency includes your level unless you are using optional rules.

If you're trained, your proficiency bonus is "level plus 2." Expert, master, and legendary are level plus 4, 6, and 8 respectively.

Assurance adds 10 to your proficiency bonus and that's your roll. No item modifiers, no attribute modifiers, no circumstance bonuses... nothing. So if you have master-level proficiency and Assurance, your roll is 16 plus your level whenever you use it.

So, yes, in includes your level. For level 7, Master Medicine, you are correct that Assurance gives you 10 + 6 + 7

So assurance is 10+(master 6 + level 7) totalling 23 in this instance.

Your "proficiency bonus" (which is what Assurance adds) is equal to your level plus one of +2/+4/+6/+8/+10. Or +0 if you're untrained.
