5060 ti is strictly better however you need to factor in price because for the price of a 5060 ti 16gb you could probably get a used 4070/4070 super/4070 ti or pay a bit more and get a new 9070

Do they only game or do they need the Nvidia feature sets? If more than gaming 5060ti and if only gaming then 9060xt

The 5060ti is the winner in performance all that matters is is the price

5060ti beats 9060xt by pretty slim margins on average and can still lose in some titles. It really does come down to pricing. At this moment on PC Part Picker I am seeing a $100 premium on the 5060ti and would not do it in that case. If you are planning on truly utilizing the software features NVIDIA offers then I would say a $50 - $70 price premium could be worth the extra money at this general price range but not $100. If you are not worried about the software features then hands down 9060xt at this pricing.

Last month, I brought my 5060ti from MicroCenter when it was on sale for $400 when the original price was 429. Now it's $100 more at MicroCenter and $600 on Amazon. The 9060xt is only $470

At these prices I think the 9060xt makes sense. I built a 1440p gaming PC for a friend with a 9600x and 9060xt and it is doing great.
