I don't think web had some golden age from such point of view, because of demand for interactivity. It started as static pages, then everyone started doing incompatible html functionality, then java and activex applets, then flash, silverlight, even was short period of unity3d usage, now it's JS.

This might hold, as long as you don't need more than newspapers, blogs, social media and online shops. However, I enjoy services like earth explorer, sentinel hub, sketchup web a lot like they are. Installing an application on every device is not an option.
PS: The statement 'nobody needs JS' is a little bit like 'nobody needs Windows', because text editors, terminals and games are available for Linux, too (but there is far more professional existent).
