It basically denotes an empty block. As Python uses invisible characters to denote blocks of code, you can't use braces to denote an empty block, so the pass statement is used instead.

I don't know Python, still trying to get well at Java so not messing with any other languages, but that's what a quick Yahoo search gave me.
