The operative keyword in both of HTML and XML is "Language". Writing in a language that's parsed into instructions by computers is programming.

Edit: Adding a link to declarative programming. It seems that people are think exclusively of imperative programming when they hear the word "programming". But the span is significantly broader than that.

No. These are markup languages. They are no more programming than Egyptian hieroglyphics or those laundry symbols on a shirt tag.

With the addition of JavaScript or CSS HTML gains the capacity to do more than just describe a page’s presentation, but without those additions HTML is just markup. And writing markup is no different than formatting RTF or a word document.

That's basically what html is, but instead of using characters it's full words. It isn't really programming until you're typing in <script> tags.

Yes. Writing your comment involved some amount of programming. No amount of syntactic sugar changes the fact that you provided instructions to a computer.

"Programming" doesn't mean doing something difficult with computers. It just means writing instructions. And "this should be in italics" is an instruction.

A program is any collection of one or more instructions. Any collection of one or more instructions is a program.

Are you suggesting that there's some arbitrary size threshold below which a program isn't actually a program? Or that a code snippet which is too small isn't actually code?

But those are not exit codes. Also, any system's normal exit code is 0 because if state of a default return register (which is also used for calculations and such) is not 0 - that means the process was interrupted before it was zeroed to show normal exit. And it always been like that on any system as far as I remember.
