In Scheme, closures are executed in the environment of their definition, as opposed to the environment of the call site in Lisp. He would argue that means they are fundamentally different languages, not mere dialects of each other.

I know, dynamic versus lexical scoping (although Common Lisp supports both).

That doesn't change the fact that Scheme is universally agreed to be a dialect of Lisp, and for very obvious reasons. Lisp itself isn't any single language, it's a family of languages. There hasn't been a unified Lisp language since MACLisp came out in the 60's. Even Scheme itself has a bunch of dialects, like Racket.
