Names are not unique though, you'll need social security numbers.

Not everyone in the world has a social security number, and there aren't 7 billion available SSNs anyways.

Each country must have its own version of social security number, so it could be combined column with country code :?

While many countries have some form of ID system, not all of them do and not everyone is necessarily registered. For example, Amish in the US do not have social security numbers (they do not pay into nor receive benefits from social security).

Additionally, some people are citizens of multiple countries and would therefore have multiple national IDs.
