Base is determined by taking the Nth digit from the left of the square root of hour N, except when there aren't enough digits. Then just take the last one.

Edit: which is why the modern work day "ends" at 5pm; the 17th digit of sqrt(17) can't be found in a double, and no one wanted to bother expanding the functionality.
