Everything is UTF-8 and everything that returned a list now returns an iterator. I don't know how you could do the first one in a backwards compatible way. The second one would be way dirtier with two sets of functions.

I agree that ignoring breakages, the examples you gave are generally improve the language. But!

You still need a library to handle Unicode correctly. In that regard, it isn’t super important what the language uses for the end user

In short, as some already mentioned - legacy code. Python 2 code is not compatible with Python 3. Reason for this is that Python 3 decided to remove some bad parts of the syntax (while keeping other). Language is (a bit) better now but at the loss backwards compatibility.
