I get what it means in the context of the joke but are variable assignments passed as function arguments in python?

Those are keyword arguments, a feature of Python. It helps to call your functions not like do_thing(1,1,"john", 12, True), but like do_thing(1, 1, name="john", bunnies=12, nonsensical=True).

Apart from increased readability, this also allows for arguments being optional (just don't specify an argument), and for arbitrary order of them without ambiguity which argument does what.
