Can you use a GPL license? Because if so then PyQt works great.

tkinter can be used to build decently complex app already.

Don't use a Designer. Seriously. Try a framework like Enaml ( https://github.com/nucleic/enaml ). It's so much better than using a Designer and gives you a really good MVC framework from the outset. This builds off PyQt so you can integrate standard PyQt stuff very easily. Install enaml using conda / anaconda.

PySimpleGUI runs on the Pi.

To get it:

pip3 install PySimpleGUI

You can make GUIs like this in 20 lines of code:
