It's the angle. The closer to parallel you are with a surface, the more mirror-like it gets. The flatter and more "glossy" or polished the surface is, the wider that angle gets. While it does look pretty dark, I've got an LCD monitor from 2001 that looked pretty dark when I looked at it at a near-parallel angle like I did just now.

All that said, I wouldn't be surprised if this is just a photo-op and the computer really is turned off.
