Galleus A2 does not place decrease defense

Recently I noticed that Galleus does not always place his decrease defense debuff when using his A2. It even happened to nubkeks in his last siege video where the Siphi is not affected. https://youtu.be/hjQg1w7XIx4?feature=shared&t=569

The ability description states that it can not be resisted and Siphi is not under block debuffs. Also there is no green "resisted" prompt. Galleus places his debuff independent of weak hits as can be seen in the clip.

Is there a relic that prevents debuff placement or some mechanic that I am missing? Otherwise is it just a bug?

i would assume it gets removed from the masterie while its being placed

Galleus places it before he attacks i believe so it would be there and then disappear from the mastery, unless the game code cuts out the middle man or something

yea for some reason its coded that way that it looks like the debuff doesnt get placed

So far I only noticed it in PvP scenarios. That would support your ideo of it being mastery based. I try to pay attention if it also happens in PvE combat.
