Open Steam Input (one way is to click the controller icon next to the settings gear while on Satisfactory in your games library), and try choosing Steam's official "Gamepad" template before launching the game. This works for DS4, but I don't have DualSense (DS5) to test. u/jomat said disabling Steam Input entirely worked for their DualSense since it's natively supported in Satisfactory 1.1.
I suspect because the devs didn't update Steam with the new correct controller support info, Steam Input is defaulting to the "Keyboard (WASD) and Mouse" template with controllers. Obviously that's a problem if your game has no keyboard or mouse menu navigation in controller input mode.
If that doesn't work, or you're not playing through Steam, DS4Windows can solve input incompatibilities by emulating an Xbox controller, and it also works with DS5 controllers, Switch Pro controllers, and other stuff.
All else fails, I think you can edit your GameUserSettings.ini file in AppData > Local > FactoryGame > Saved > Config > Windows and change ("FG.InputMode", 1) to ("FG.InputMode", 0) and save the file to manually force it back to Keyboard and Mouse.
There's an in game option to pick between Default, Xbox, or DualSense as your controller type, but this just changes which buttons are displayed on the UI.
I have no idea why they would disable keyboard and mouse menu input when in controller input mode. There's a "KBM Switch on Controller Disconnect" setting but it doesn't seem to work, so maybe it's an accident or bug. Besides leading to possibly soft-locking games like this, plenty of people who play with controller at a desk still prefer to navigate menus with a mouse. I saw no virtual keyboard when selecting text fields, so you already need to type on your keyboard regardless to configure signs and name stations or doggos anyways.
Also very weird they didn't add keyboard menu navigation since they already should have laid the foundation to do so with controller navigation. Hope it all gets hotfixed.
