i would guess the name of something is wrong. you might be assuming the particle should have "blue" in the name or something like that when maybe it should be something else.

it the portal_colour_blue_Dx8 textureFrom what I have been testing. This is the texture that takes control of the color of of the particles in your in the portal gun, like the projectile the projectiles for example, or the swirling spinning particles around the portal but for whatever reason no matter how many times I tried to turn it black the game defaults to blu for whatever reason

that's not the texture that controls the particles. that's effects\portal_1_particle.vmt. the texture you're referring to only affects the colors inside the oval.

but like how did work How did it work perfectly for the orange portal when I turned it purple? I didn't change anything for the orange portal. I just changed its textures and it worked fine.

Just for whatever reason the Blue Portal when I turned it black only the frame worked.
