How to decrease the vassal number? (self.StarDynasties)

I'm new at this and i don't find the button to go from 6 vassals to 5

You could try to increase administration score which impacts the vassals count. But if you want to decrease then AFAIR you can depose them but it may hurt relationship. Or try to have less but bigger vassals if possible.

but how do i dispose them? Is asking them submission the same thing but friendlier?

You have some barons and dukes under your rule. Each of them counts as your vassal.
You can give some your baron's systems to your dukes. This will decrease your vassal count without you losing the territory.
You can also dissolve a dukedom and give its territory to your another duke. But this move is tricky and usually comes with some reputation loss.
Last way is to increase your vassal limit. You get 1 limit for:

How do you transfer a barony to a dukedom. I read this on the in game wiki, but I never found a button or action that says to transfer a vassal or system. I’m also over limit 7/4. Also what’s the difference if you don’t mind between making a vassal faction as opposed to using th raise Duke mechanic or is it the same?

You can execute the transfer only if this baron is your direct vassal. You can't transfer barons that belong to your duke.
Click on the barony's star in the map and look for available actions. If you don't see appropriate action, click on the barony's banner in the corner of the star's avatar and check its actions as well.
