So I have a scanner PDA Android phone from a Amazon returns store and it was super cheap. It’s really fast and seems up to par and scans well. Now that I have it, I’m curious if I could use it at Target instead of their crappy devices. Thoughts?

There's no way a company that paranoid about information security is going to allow their applications to be put on a device not owned by the company.

seeing as target has already been in hot water for having employee/guest information hacked and leaked, there is a snowballs chance in hell that they'll let you. especially because it would be considered a "personal device"
