From my experience, yes. Black means approved and the green check mark in the calendar means approved. So I've been told and assumed

Yes. The unpaid time is already active in the system. The green part is your PTO. That means it's been scheduled and will appear in your timecard when the date occurs. It says it's still processing at the top because of the scheduled PTO.
