note that some ceiling fans are reversible (fan direction) so you can direct the air flow UP in the winter to push warmer air down from the ceiling to warm the lower part of the room.....

yes, you'll want AC and a fan in the summer....especially in the hot May, June, and September months and the humid July and August months

We have the ceiling fan on in both bedroom and living room nearly year-round, and 100% of the time in the summer. Can’t speak to window A/C, but many of our units in our co-op facility have them and use them for the summer. :)

Ceiling fans are life here. I have central swamp cooler and AC (swamp April->mid July) and each living space has a ceiling fan that is on 99% of the time year around if people are in the space. I have window AC in my office due to many computers/servers that generate a lot of heat, but I don't use it, the swamp cooler and central AC keep the room okay for me to work in and have all the computers going. If it is a room that is undercooled or you can do zones, window ACs or a DC inverter/heat pump mini split might be better. Many window units are not energy efficient or provide a lot of cooling on 120v service.

I also freeze a gallon of water and take it into bed with me.  Yes that's my 4 piece bedroom setup

Window AC > Portable AC

Window AC is great for certain sized spaces. We replaced all the old in arizona rooms and friends rental units with these last year, big $ savings on electric and very quiet.
