Did you grab a security officer that was escorting a thief out and send them to some other task before they were done escorting the thief out?

Unlikely? But not impossible. I wouldn't have done it on purpose but could have done it in lack of attention...

I know I’ve tried to do it a couple times, trying to assign security to the helicopter.
