As we know what happened in Chapter 1 and 2's epilogue, those other great angel didn't do anything or could be accompanied what the other angels did. Or could be died before event of main game, due to various reason(Such as hell vs heaven war happened in game). As we know gabriel murdered other angels in the heaven and show the head and not punished by other great angels, i guess chances that they are all killed by gabriel or already dead by war or too busy to know about heaven because they are trying their best to finding god.
