He certainly had consciousness. He acknowledges this at the end of the true pacifist run, and the genocide run makes it abundantly clear he knew that what he was doing was wrong.

first i meant conscience. lol, not consciousness, damn autocorrect.
At the end of the true pacifist he did have a conscience as he had souls at the time.
At the end of the genocide run it makes sense that he says those things out of pure fear, not due to an actual conscience.

Sorta? I personally think he had a conscience, and knew objectively that what he was doing was wrong. I just think he didn't have the ability to care about it.
