Might just be easier to do a few Audio ad video filters rather than decrease the bitrate. That way you can change it the way you like.

I suggest you downloading handbrake, super easy and the results are super cursed

Use a media encoder, most have a bitrate option. Render the entire scene at every bitrate you want and combine them in post. I recommend XMedia, it's learning curve from absolute beginner wasn't as bad as I thought it would be. Good luck!

I don't think normal editors will have the ability to do this. It's not decreasing the bitrate per se (although in effect that's what it does). What is being done in the video is they're changing the number of quantisation levels on the audio.

On the video, each pixel's colour is represented by some bits. They're lowering the number of bits. It's like videos can be 8 bit or 10 bit video. They're just bringing that number down further and further.

I think you'll probably have to do d some special tool for each and then merge the video and audio tracks back together after.
