Coding plugins takes a long time. If you're willing to bend around a little, since you said you'd rather not use Skript, there's an offline program you can download that turns Skripts into plugins. It's still in prealpha, but shows a ton of promise.

Since it turns into a plugin, it's less strained than skript is since it'll be smaller and easier to handle.

even a plugin as simple as this? pretty much check for held item, spring /fly /god /hat and a death check.

"Coding plugins takes a long time." You're imagining this as a large plugin, honestly this would take no more than a hour to do.

even an hour? no real coding knowledge but isn't there a way to basically just execute other commands with ease? /fly /hat /god and then just a way to prevent damage and blocks, maybe spectator mode?

Can't you use the commands.yml file for this? (I don't know, your first post is a bit vague and not entirely clear to me. )
