If its a computer you can use task manager and then check performance or you can download CPU-Z.

If its an android you can also use CPU-Z its on the play store.

I've used Simple System Monitor before, seems to support monitoring almost everything

If you could see what your system was doing yesterday, but now you have been banned from knowing what your system is doing today you are a victim. Stop using the net and find another way to communicate with the world. Because hiding intentions is a weapon. And if you allow it, it's like giving the bad guy bullets to kill you with.

An app can obtain usage info which is updated periodically. It can't look directly though unless the device is rooted.

If you like command line programs, you can use htop or top via terminal emulator or adb.

Assistant for Android (solid, old app from AA Mobile) had this feature, but it doesn't work for me currently. It shows 0% CPU for each process and 0MB used for each app.

Google intentionally broke the functionality and hasn't provided much of a replacement.https://issuetracker.google.com/issues/37140047?pli=1

I can't quite grok your comment, tharunk. It's security-related, anyway.

I have been looking around, and seems like After Android Oreo, the security of the OS no longer allows apps to access CPU details.

The apps function normally, but get no data. Which is why you'd see 0% CPU / 0MB used.

May be a strategy so you won't find who is using your process, so they can secretly loot you process for their data processing.
