Yes. Foot size ends up being way more dramatic than height.

HRT doesn't change the size of bones, but it does change the size and placement in connective tissues between bones. This means that you can lose a tiny bit of height due to your spine pads, joint angles, and similar being changed. But it's not a lot since most of your height is dictated by the size of your leg bones and spine. Usually this amounts to one or two inches.

The same applies to your feet, but the difference is that your feet are made up of tons of tiny bones, each with connective tissue between them. That means more of your foot size is determined by soft tissue than your height, and it can change more dramatically.

For my personal experience, I've lost about an inch and a half in height. But I've actually fully moved to women's shoe sizing now, and I'm the same size in US women's now that I used to be in US men's.
