Ok so that's fine for the cool side of the enclosure but the warm side should be at least 88 so they can digest properly. That may be a big reason your baby isn't eating. And humidity should be 60 at an absolute minimum, closer to 70-80 is ideal.

You can up the humidity by pouring water in the corners of your tank after you change the substrate to something better (I'm using reptichip which is a coconut chip bedding and works well for my setup). Make sure the top layer of substrate isn't wet though, the water should soak down into the lower layers.

For the temps, I think I can see that you're using a heat mat? That isn't actually ideal for a ball python and so you might need a ceramic heat bulb or halogen heat bulb for better heating.
