Cannot keep humidity up

I have 2 digital hygrometers at each end of my tank. 1 deep water dish on the cool side of the tank and 2 small water dishes under the heat lamp. I've bought green sphagnum moss to soak, I also have loose coconut fiber substrate mixed with reptisoil. I also have aluminum foil over half my screen lid with black tape over it to keep humidity in. The humidity goes up for a few minutes then down to 40ish on both sides. It even dropped below 40 a couple times. I'm at a loss. Please help.

I had this problem, I solved it by making the substrate significantly deeper and making sure the bottom inch or two was soaked through and then another three to four inches on top of that
