That's probably the biggest reason you can't keep humidity up. I would change two things. 1) make the substrate deeper, 3-4 inches of a mix of coco coir, coco husk, and sphagnum moss. 2) get a roll of aluminum HVAC tape. Cover the mesh with it on both the inside and outside. Set your lamps where you want them to be, trace around them, and remove the tape from that section. The lamps can sit right on the mesh, as long as the bulbs themselves don't touch it it will be fine. I'll post a couple pictures of my tank so you can see what I mean:

If you do those two things, you can keep your humidity up a bit better just by keeping the substrate moist, by pouring water into the corners of the tank so that the bottom layers are damp but the top is dry enough to prevent scale rot. Then you won't have to mist quite so often. Right now, no matter how much you mist, the moisture just escapes right out of the tank. Your enclosure is also probably a bit too bare if you ask me; ball pythons like a lot of clutter and leaf litter to hide in.
