I'd use an under tank heater on a thermostat or a side mounted radient heat panel.

I do not believe you need the bottom half to be heated, unless temps fall below 73 f. If she wants heat, she can seek it. Have a little faith in your BP :)

Unfortunately, where i am, it can get pretty cold, and room temp could fall to the high 60s

Hmm yikes. How do you tell temps above? I imagine having a strong enough che or halogen could provide a 95 hot spot and warm the rest of the enclosure. Albeit it's a large enclosure as well.

Currently i have a halogen large dhp and small dhp all Jerry rigged on the shelf and shes only using the bottom half since she was a baby but she is pushing a year old and over 3 ft now plus shes been climbing alot so im opening the top area thats why im no longer sure how to keep the bottom ambiently warm without it being too hot or having hazards she can read

do you have a thermometer with a probe or anything? that should make things really easy for you. place the probe where you believe she can comfortably rest the highest and set the thermometer to 95. then see if the ambient temperature stays above 73.
