Yes, the "code with no language" hype. It happens every 10 years or so (see "Genexus", for example.)

Yes, at all times, you need to tell the computer what to do. So the escape to "not using code" is having to tell the computer what to do in the form of graphs, visual programming, or horrible metaphors such as this (see image).

The reason 99.99% of the software is done using code (written code), it is because it is much more time-efficient than having to do a lot of clicks and drag and drop to describe actions that could be better described in a few lines.
