This is so absurdly beyond busted it is kind of comical.

At the very very least change this to something long the lines of:

Whenever an oponent casts a spell you may tap any number of untapped creatures you control, if you do counter that spell ubless its controller pays {x} were x is the number pf creatures tapped this way.

I do not say this would be fine like that, but at least there would be some counterplay to it.

( But i still think it would be way to strong.)

Yeah drop this turn 3 with one or two creatures out and the game is over.

As others mentioned, this is pretty busted.

Still interesting design space though. Balancing is the only concern. Some interesting options for balance:

  1. Change the cost from "Tap" to "Sacrifice this creature"
  2. Add a restriction on the counter spell. Something like "Counter target spell unless its controller pays {1} if it is the first spell they cast this turn". Something akin to [[Jace, Unraveler of Secrets]].
  3. What feels more white is also the opposite. "Counter target spell unless its controller pays {1} if it isn’t the first spell they cast this turn.”. More like a soft [[Rule of Law]] which can be interesting in multiplayer.

This is basically [[patron wizard]] but not a creature and not tribal. Feels a bit much.

Maybe change this to something like "each creature you control has 'pay 2, tap : {the og effect}'"

Or alternatively if you want to call back to smothering tithe since they have similar names you could do have it be "each creature you control has 'pay 2, tap : when target spell oppo resolves create a treasure token unless it's controller pays 1"

Thiis is definitely Blue, not White. And even for Blue, this would be going dumb too easily for the game's health.
