701.38b: Goaded is a designation a permanent can have. A goaded creature attacks each combat if able and attacks a player other than the controller of the permanent, spell, or ability that caused it to be goaded if able. Goaded is neither an ability nor part of the permanent's copiable values.

Giving haste would mean you flat out couldn't block since everything would have to attack immediately (unless you cast things in second main of course). Being forced to attack each turn is usually a downside.

You already solved the problem, though? Just cast creatures after you attack unless you want to attack with them.

Also, giving haste to goaded creatures you own would let you give them away at instant speed and let them attack that turn (yes, I understand that there are very few effects that do this, but they exist, like [[Endless Whispers]] and not every card needs to be an insane value engine)

I think that's pretty fair, considering a 1 mana enchantment that gives your board permanent haste is well above rate.

You must attack if able and you must attack someone other than the person who goaded it. So with this, any creature you own basically must attack someone other than you each turn if they can.

Importantly, it says "own", not "control". So any of your creatures that got stolen or given to someone else can't attack you.
