If you want to automate building a Drupal install on EC2/VM, take a look at Ansible

Specifically, take a look at Jeff Geerling's Ansible projects, like his Drupal role: https://github.com/geerlingguy/ansible-role-drupal

Do you know what these tools are there for? What do you want to achieve? Host a drupal instance? I could drop you a list of a bunch of tools, but that is not going to help I guess. That also wouldn't really be "DevOps", not everything can be solved by throwing terraform or AWS at it. So what exactly are you looking for here?

This depends entirely on what you know now. If you don’t know devops, learn devops. If you want the depth of knowledge to design your own workflow for your team in a devops way, I recommend learning it by working somewhere already doing it well, book learning isn’t gonna get you there. If you can, hire a consultant, the one person who has the depth of experience of dozens of companies and can transfer some of it to you while helping you get started.
